Senator Tomas Ll. Cabili's Legacy to Iligan City and of the Philippine Nation

Tomas Lluisma Cabili (1903-1957), also known as Sultan Demasangkayko-Ranao, is a lawyer and former assemblyman, who was born in this city on March 7, 1903. His father is Guillermo Cabili and mother Efifania H. Lluisma. He studied at Iligan Primary School in 1915-1918 and enrolled in four different schools in high school of which he finally graduated at Cebu Provincial High School in 1923.

He earned his Bachelor of Arts degree from the University of the Philippines-Cebu in 1925. Right after finishing his bachelors degree he enrolled law at the Visayan Institute also in Cebu until 1927 where he decided to transfer to the Philippine College of Law, where he completed his degree in law in 1929.

He fell in love with Felicitas N. Pepito of Cebu and was married to her and eventually  blessed with five children: Vismundo, Camilo, Fe, Fulgencio, and Teodoro Delano. He then, died at the age of 54 in a plane crash together with President Ramon Magsaysay at Mt. Manunggal in Cebu on Marh 17, 1957. In 1982 a Barangay in Iligan City, was renamed after him. Barangay Tominobo Proper became Barangay Tomas L. Cabili.

Tomas L. Cabili was appointed as the Justice of the Peace of the Municipal District of Lanao as well as of Dansalan (now Marawi City) which is the capital of Lanao in 1934. He became a delegate to the Constitutional Assembly, serving on the Committees on Agriculture, Codes, Franchises, Provincial and Municipal Government, Language, Public Instruction, Mindanao and Special Provinces, Appropriations, Civil Service and Public Lands.

He was the only delegate to the Constitutional Convention who refused to affixed his signature on the 1935 Constitution, citing the following seven of co-equally important reasons:
  1. The 1935 Constitution carried no provision on promoting the progress of non-Christian Filipinos [specifically the Muslims], in accordance with Article XII, Section 5 of the Fundamental Law.
  2. That it placed too much power in the Executive Department, and thus might encourage the establishment of a dictatorial government;
  3. That it carried no provision for municipal and provincial autonomy;
  4. That it might encourage communism by allowing the government to appropriate and substitute landed estates;
  5. That its safeguards against acquisition of agriculture lands by foreigners were not sufficient;
  6. That it had no provision for the nationalization of the retail trade;
  7. That at the time of the drafting of the constitution, there was too much intervention from the outside, especially from President Manuel L. Quezon.
In 1938, he was re-elected in the Second National Assembly and served as a Chairman of the Committee on Privileges and member of the committees on Agriculture, Appropriations, Forests, Mindanao and Special Provinces, and National Companies.

Reflections and Appreciations

As I was born in Malim, Zamboanga del Sur in earlier 80s, from an Iliganon mother and from a Waray father of Basud, San Isidro, Leyte, I was never aware of the history of the land where I am presently residing. My mother used to call her home place as Tominobo. In the early 90's, where my family decided to moved back to Tomas Cabili, Iligan City from my birthplace, I was so blind how the place became its present name. By the time we arrived Iligan it became so confusing to me, why the resident of our Barangay would call our place in two names that is Tominobo and the other Tomas Cabili and when I ask them, nobody could provide me a clear explanation on how it has come to be. Not, until I met Dr. Hilton J. Aguja in my senior years when I studied Political Science in the College of Arts and Social Sciences of MSU-IIT.

In our Human Rights and Humanitarian Law class, Dr. Aguja posted us the question of who was that Iliganon Senator who did not sign the 1935 Constitution and everyone in the class became silent and remained so silent for quite some time. Everyone of us was in awe when Dr. Aguja started telling us about this brilliant Iliganon Senator and started enumerating the reasons why he did not sign the 1935 Constitution.

I was in awe of the brilliance of this senator from my own city, why? He was a living example of someone who definitely stands on his reasons, even if, it means standing alone. First, this brilliant individual as early as 1935 have thought already about safeguarding his constituents against possible abuse of power by the executive branch of the government of which his reason made a point when the late President Ferdinand E. Marcos, became a dictator later and made worse by the formation of the CPP-NPA [reason 4], because of such occurrence. Secondly, reason no.3 which is the provision of municipal and provincial autonomy, of which The Local Government Code of the Philippines came out very late in 1991. Think of how advance is his mindset! Before, this thing exists and became a code of the Philippines' local government, its already in the head of this brilliant Senator. For that he is more than deserving that my beloved Barangay Tomas Cabili be re-named after his name! Another, is his negation about the 1935 Constitution lacking on the provision on promotion of the non-Christian Filipinos of which until now many useless uprisings occur in the southern part of the country in hope for recognition. 

For once, let us reminisce the legacy of this brilliant Iliganon, who failed to prove the truth in his mind while he was alive, but never fails to prove history that he was right. For that I am leaving you this quote from a British politician...

Itchyworms Live in Concert at Iligan Weekend Night Market

Do you know the song "Kabataang Pinoy?" Well, Iliganon's this is just one of the most dubbed song of Itchyworms which was used as a backgrounder of the famous reality TV show of the Kapamily Network, the Pinoy Big Brother Philippine Edition.

The Itchyworms is a pinoy rock band of which their music is guitar-driven rock with pronounced 1960's and 1980's pop sensibilities and embellished with two or three-part vocal harmonies. Itchyworms is the voice behind the famous OPM songs "Akin Ka Na Lang" and "Beer."

So, if you are a fan, join and jam with us tonight, May 12, 2012 at the Iligan Weekend Night Market at the Iligan City Plaza with Itchyworms of which the band members composed  of the following; Jazz Nicolas, the drums and the lead vocals, Jugs Jugueta, itchyworms rythm guitars and also lead vocals since 1996 up to the present, Kelvin Yu for the bass guitar and vocal back-up, and Chino Singson their lead guitars, and vocal back-up.

Getting to Iligan, Going around Iligan and Getting away from Iligan

When going to Iligan you may do so by taking one of the following ways:

By Air. 
There is no international airport in Iligan, even an airport taking domestic flights. So whether you are from Manila, Cebu or from Davao, by taking a plane you will land in Lumbia Airport that is in Cagayan de Oro City. Three domestic airlines cater for Cagayan de Oro City. The Philippine flag carrier, Philippine Airlines, the budget airline Cebu Pacific Air, and the sister company of PAL, Air Philippines Express who is slowly taking back what Cebu Pacific is taken from its mother company, PAL. Airfares may depend on prevailing promotions of each airline companies.

By Taxi Cabs
Upon landing at Lumbia Airport, there are two options to reach Iligan City. First, you can take a taxi cab from the airport and have it all the way to Iligan, but expects an enormous cost for fare. Taxi cabs that offers a straight door to door delivery collects from P1, 700.00 to P2, 500.00 depending if you are in a group or a single individual or may depends upon on negotiations. After all convenience has a price.

However, Warning!!! Once you are in Iligan City, DO NOT take taxi cabs or you might feel being robbed...where drivers collects P60.00 to P100.00 depending on the distance and sometimes when you do not first negotiate the driver of how much you will pay, you may be charged more and even got mad if you do not agree. So, if you cant help but to take a filthy non-air-conditioned taxi, negotiate the fare first, or you may contact your accommodation receptionist to provide you with a taxi cabs.This is an honest to goodness advice and its based on experienced. It may even smart to take "habal-habal" a local single motorcycle rides around Iligan which you can arrived at your destination faster like a flash and you can pay P15.00 to P50.00 depending on the distance of the rides and upon meeting of minds in a way of negotiations. On the other hand, thousands of jeepneys are in the streets everyday and are at very much cheaper rates at P8.00. 

By Bus. 
Originating from Lumbia Airport, another option is you can take a taxi cab ride for P250.00 to P300.00 to the Agora South Bound Bus and Jeepney Terminal in Cagayan de Oro City or you might want to try our jeepney ride which will only cost you less than twenty (20) pesos, but it would be a two rides adventure. First, you will ride a jeepney from Lumbia Airport going to the down town, when you arrive at the downtown you can ask the driver on where you can get down where you can fetch another jeepney going to the Agora terminal, but if you have a heavy carriage I discourage you to do this.

From the south bound terminal in Cagayan de Oro City you can choose between Super 5 Transport and Rural Transit, air conditioned  or non. Now, in my travel I always opt Super 5 Transport. You may ask why? Well, it has something to do with integrity, conscience and for safety. Super 5 transport air-conditioned buses are five (5) stops which mean they only stop when there are disembarking passengers. This further means that they do not stop along the way too many times that I believe will prevent bad guys along the way to ride and most importantly it saves time. Their buses are new and excellent in condition and very clean and pleasing. On the contrary, Super 5 buses are “alas puno” which simply means that the buses will only travel once the seats are fully seated. Therefore, you may not actually save time, because sometimes it takes time for a bus with almost a hundred seating capacity to be occupied.

On the other hand, Rural Transit is considered to be, the mass transport of the present time. They have a lot of non-air-conditioned buses with only 15 minutes travel interval. The disadvantage of taking Rural Transit is that it stops a lot along the way. However, in good times they may offer a P50 pesos fare fee compared to the actual P145.00 depending on their mood. For some, it’s advantageous, but for some, who are righteous enough and conscientious enough, do not buy out that offer. In many instances passengers may even demand that they should only pay 50. I remember once when I was with a group going to Initao and we decided to take Rural Transit, one passenger was arguing the conductor upon knowing that they collect the regular mandatory fare of P145.00. The woman was arguing that before she got inside the bus she did asked how much they are collecting and the person whom he asked told her that they will collect P50, so the woman was mad why she has to pay the P145.00. Well, whatever I heard and knew that day remains at the back of my mind. At the end of the day, it’s up to each of us what bus we should take…

By Ship. 
I wonder, if there are still people who are afraid of the heights, just like taking a plane ride. Anyway, most people from the neighboring islands such as Cebu, Ozamiz, Siquijor and Domaguete, even as far as Manila are still opting to ships like Cokaliong Shipping Lines, Cebu Ferries, Negros Navigation, and Super Ferry. Among these shipping lines my favorite is Cokaliong...asks why, because, their ship that travels to Iligan and from Iligan to other destinations are very clean, well painted, well maintained, and the ship crews are very friendly and accommodating. As far as I know this shipping line won a lot of awards as the cleanest ships in many years now. Well you can have a try for you to know.

SUN Cellular shines brighter and stronger in Mindanao! Yeah, that’s right. When I was in Cebu in the year 2008, I used to be the networks subscriber. However, when I went home in 2009, I switched back to another network because at that time Sun Cellular’s network signal sucks. My friends even joke around and say, “Maayo lang ang Sun if naa pay adlaw” which means that the networks signal coverage is better during the day. Well, not anymore guys!

It was even timely for Sun to give this to me because the dangle was very useful during my recent event when I attended Research Seminar Training at MSU-IIT last month where participant are expected to come up with a research paper at the end of the event. It was very useful for researching the review of related literature J

Having Fun in Blogging and Social Media

Every blogger, I presume has his/her own criteria of fun, because the word “fun” or the feeling of “fun” and its meaning is very relative to each of us. A thing or an experience might be fun for me, but not for the other bloggers. As a travel blogger, zip-lining is such a fun adventure for me, but for food bloggers it could be so boring, though at times we might like the same thing, because even though, I travel, I also eat so as the food bloggers. Another is that everyone of us are motivated by different stimuli. Some by passion and love, some by needs, some by money, some by their  vested self interest and fantasies. Bloggers in the blogosphere are diverse, but the fact that we are all bloggers, we tend to come into terms and meet halfway behind our blogs and together we create experience by working hand in hand in projects given to us, also by diverse clients.

The fun of creating experience and telling stories---My Stories. Before becoming a travel blogger I was once first a traveler. As a traveler, I always have the chance of witnessing beautiful places and accommodation that is worth remembering as much as glorifying. One day, I realized that it’s too sad when the good things, places, experience, and the accommodations that I had, ends there at the back of my mind. So, I learn and discover blogging! As blogger, I wrote and tell every story that I had experience, because I want my readers to feel the fun and excitement that I am feeling during my travels. I considered it as a responsibility to share the truth about a particular destination that I’ve been to. I do present my article in the most simple and natural way, the way how I tell an experience to my family, when I get home every time I arrived from travelling. Some might find it lousy, but it’s 100% natural and most importantly not sugarcoated.

Meeting new people and making new friends through networking. Nothing is more fun, than knowing people behind blogs, making friends and meeting them in person. This provides me the chance of knowing them; you know not all blogs reflects the author’s personality. So when you meet bloggers offline, make sure to befriend them and start counting them as your friend.

Finding my Own Voice and be able to shout, be heard and be understood. It’s not that I am deprived of my freedom of expressions, but in blogging I am able to gain my own strength and develop the courage to express myself in depth. In expressing myself I always make sure that it has an astounding impact to people for change. In return I had fun reading comments in my blog on how good I am in my reviews, that they found it useful and that they want to experience what I had experienced also. It’s always fun to shout with integrity, because it seems that the echoes of your voice bounced back with a big bang of musical notes dancing in celebration. The One for Iligan Campaign that my fellow bloggers and I was working with, during the calamity that struck my beloved city, proved me that somehow I earned my readers trust.

Finding the fun and making me part in creating and writing the history of humanity as it unfolds at the tip of my fingers. As an author of my blog who wrote articles and publish it, I believe those are already part of history. One day may come and when I am old. The thought such as, [me, reading and reminiscing each article someday, that I wrote today] tickles my imaginative mind. It’s always fun to reminisce my contribution to the humanity in the future. Secondly, it would be more fun if your endeavors are rewarded in a form of recognition from an award giving body. We all knew that everyone aspire for, that's why we have "who knows" one day we might be recognized :)

Finally, whether we admit it or not, as blogger, sometimes we are fool of ourselves. This is the sad truth I realized, when I attended the Blogfest Soccskargen 2.0 in November of 2011. Mae Paner a.k.a Juana Change reminds us bloggers; to keep our feet grounded by not letting things go up in the head. Though we all know that it’s not entirely bad at all to fantasize your hard-earned popularity in the virtual world but her statement reminded me of how important it is to keep grounded because only then when you are always grounded where you can enjoy the fun of blogging---the fun in the social media.
